Building resilience to climate transformation
TBS engaged with ministries of climate change, energy, the planning commission and regulators to identify obstacles facing Pakistan to utilize climate finance, and develop a net zero program.
The firm designed a public finance training workshop for government and the private sector. It produced climate change adaptation notes for agriculture, water and health sectors for a national risk management fund. It wrote the fund's flagship report on the intersection between climate change adaptation and disaster risk management.
TBS assessed and provided recommendations to improve the project monitoring and evaluation systems utilized by the planning commission to process, monitor and evaluate projects of Pakistan's public sector development program. It undertook a gap analysis of the projects wing computer systems. It also developed a global best practice review of the monitoring and evaluation of projects to enable the projects wing to improve its practices.

TBS worked with the government to identify and formulate a large number of regulatory reforms for foreign investors. It developed the stakeholder survey questionnaire and drafted the regulatory assessment framework based on the guillotine methodology. It led the stakeholder engagement with the business community, existing and prospective foreign investors, and regulators to identify sector-specific constraints across IT, mining, agriculture, tourism, and the blue economy.
TBS was responsible for conducting regulatory diagnostics, political economy analysis, and benchmarking against international FDI facilitation practices. It prepared reform proposals and decision memos for the government, including inputs on reforming outdated labor laws misapplied to the services sector, streamlining the SBP fit and proper test, facilitating the 5G auction, easing agri-drone registration and repair, streamlining SCRA onboarding, revising liquidity and pricing frameworks to promote long-tenor bonds, and reducing bond/sukuk listing frictions by utilizing APIs.
