Strategic Advisory & Investment

Policy to execution. Capital to impact.

We bridge high-level governance with AI-accelerated project execution, transforming systemic bottlenecks into bankable, scalable solutions for Pakistan's critical growth sectors.

Message from our CEO

Pakistan is leveraging its expertise, resources, geopolitical position and business acumen to grapple with multiple challenges. Think Build Scale (Private) Limited (TBS) wishes to strengthen our nation by pursuing policy building and alignment, and research and business opportunities in education; climate change adaptation and mitigation; market orientation and infrastructure revamping of agriculture; and undergirding the economy with a modern, viable and competitively priced energy sector.

Education is the bedrock of Pakistan's future. TBS is focused on bringing the latest suite of technologies to bear on Pakistan's educational challenges, such as putting all 26 million out of school children back in school, helping improve the governance, curriculum, technology utilization, teacher training and infrastructure building to rescue Pakistan's beleaguered education sector. Of course, TBS wishes to do this via building and funding structures that can tap private, public-private and patient impact capital. Helping build provincial education and edtech strategies, and putting AI to crunch solutions is also on our radar.

Equally urgent is saving and enhancing our environment. Pakistan is hugely affected by climate change. TBS is focused on helping implement the climate finance infrastructure set up through initial government policies and strategies. It is working with financial institutions to streamline procedures, vetting project pipelines, and building certification capacities to help tap climate funding, including mainstreaming operating in the carbon markets.

TBS is also focused on Pakistan agriculture, severely impacted by climate change, but inadequately assisted to adapt to it. Adaptation measures required, occasionally individually undertaken by farmers, are not being effectively monitored or supported. TBS is working on helping build a systematic rollout of adaptation measures, appropriately structured to tap climate funding.

Finally, the Pakistan economy can only grow and fire up its export engines if it is competitively powered. TBS is pursuing all opportunities to structure and implement projects to tap private capital to revamp the energy sector.

If you are as inspired as we are, by the myriad business opportunities that Pakistan's challenges offer, come join hands with us to pursue them!

Rizwan Ali

Lead, Insurance Practice

Rizwan Ali possesses 30+ years of actuarial and related business experience across listed companies and multi-nationals. An expert in risk assessment and management, Rizwan has led projects and teams in the highly competitive Australian insurance / reinsurance market for over 25 years.

Rizwan believes in drawing insights from data analysis of the world of finance, and sharing them with senior level audiences. He finds innovative, real-world solutions to complex problems, using his depth of experience to blend technical analysis with commercial realities. During his tenure at MetLife (Australia), volatile claims experience led to rising group insurance premiums and shrinking reinsurance capacity. Rizwan led the development of new lower cost insurance products and a reinsurance consortium to spread risk across multiple counterparties.

A curious enterprise-wide thinker with a problem-solving mindset, Rizwan consistently delivers value-adding outcomes, while balancing risk and reward vectors. He is an approachable, trusted people and project leader, with an exceptional track record of engaging and developing co-workers, and fostering cohesive teams. He prioritizes providing clarity of concepts, objectives and improving productivity. Throughout his senior level career in Australia at AMP, MetLife, RGA Reinsurance and TAL, Rizwan has mentored actuaries and other professionals, helping them grow in confidence and capability leading to promotions and higher-level responsibilities.

Rizwan is a strategic thinker, targeting operational excellence and sustainability by balancing objectives with financial and risk realities. He leverages his experience to build strategies that support key goals. Rizwan wrote papers for his past employers on reinsurance strategy (MetLife), product rationalization strategy (TAL) and the development of market niches delivering sustainable growth (RGA Reinsurance).

Rizwan uses his authentic attitude to fully understand financial drivers and intangibles. He has cultivated productive relationships with internal and external stakeholders, forming commercially sound and mutually beneficial partnerships. His collaborative leadership style enables agility and growth across multi-disciplinary teams and stakeholders, distilling complexity and ambiguity to build a clear vision that produces tangible outcomes.

Challenging conventional wisdom at TAL, he singlehandedly mounted a successful rebuttal of multi-national pooling proposals highlighting hidden risks and persuading senior management accordingly.

Rizwan commenced his actuarial career with State Life in Karachi, focusing on reinsurance and product pricing. He studied under the British and Australian actuarial programs, achieving the title of Actuary in 2010.
